Corporate planning can be a bit irrational when it comes to business cycles.  Most management plans show steady growth regardless of the cycle, even in cyclical businesses.  Nobody seems to see the cycle at the time, but when we look back, the cycles always seem obvious. We all “knew” the market was overvalued in 1999.
